    The Arunachal Pradesh government has introduced a comprehensive bill aimed at addressing the persistent issue of recruitment exam malpractices. This legislation seeks to implement stringent measures to prevent question paper leaks and the use of unfair means during recruitment examinations for state government positions.

    New Legislation to Prevent Exam Malpractices

    On the opening day of the Arunachal Pradesh Assembly’s budget session, Chief Minister Pema Khandu presented the Arunachal Pradesh Public Examination (Measures to Prevent Unfair Means in Recruitment) Bill. This bill is designed to combat irregularities in recruitment exams by imposing severe penalties on those found guilty of cheating.


    Key Provisions of the Bill

    The bill includes a provision for the designation of a special court dedicated to the swift trial of offences related to exam malpractices. Under this new law, individuals caught engaging in unfair practices during recruitment exams face imprisonment for a minimum of three years, which can extend up to five years. Additionally, offenders may be fined up to Rs 1 crore.


    Additional Bills Introduced

    In addition to the bill on recruitment exam malpractices, two other significant bills were introduced during the session:

    1. Arunachal Pradesh Amending Bill: Introduced by Law, Legislative, and Justice Minister Kento Jini, this bill seeks to update references in several state acts. Specifically, it will replace mentions of the Indian Penal Code 1860, Code of Criminal Procedure 1973, and the Indian Evidence Act 1872 with their updated versions: Bharatiya Nyaya Sanhita 2023, Bharatiya Nagarik Suraksha Sanhita 2023, and Bharatiya Sakshya Adiniyam 2023.
    2. Balipara/Tirap/Sadiya Frontier Tract Jhum Land Regulation (Amendment) Bill: Tabled by Land Management Minister Balo Raja, this bill addresses land compensation procedures, aiming to streamline and improve the process.

    The introduction of these bills underscores the Arunachal Pradesh government’s commitment to maintaining integrity and fairness in recruitment processes. By implementing these stringent measures, the government aims to restore public confidence in the recruitment system and ensure that only deserving candidates are selected for state government positions.
